You are correct. During the first week after 9/11, there were several
gut-reaction statements about ben Laden. Perhaps the most famous was Bush's
"Dead or Alive" comparison.
When things calmed down a bit, though, and the situation was thought out, it
became apparent that OBL was not the problem requiring a solution:
international terrorism was. History teaches that cutting off the head of a
belligerent leader accomplishes almost nothing - except, perhaps, personal
satisfaction (as it did in the case of Yamamoto).
In other words, it became obvious to the members of the Bush administration
that concentrating on OBL to the exclusion of other endeavors was a fool's
errand.
From about 9/14/2001, you never again heard a peep from the Bush
administration about their goal being the killing or capturing of OBL. Then,
about two years ago, Obama told Panetta (paraphrasing): "Drop everything and
find Osama ben Laden!"
OBL is now dead. That's certainly a plus.

Yes. I misspoke. The clock starts with the crime, but stops during the
interval when the suspect is beyond the jurisdiction of the proper
authorities. The clock stops with an indictment.
