Please explain how this is even remotely related to woodworking.
There was no option to "Indent the original text with '>' when replying or
forwarding" under the "Plain Text" button, but unchecking " Reply to
messages using the format in which they were sent" seem to do the trick.

text mode.
In Windows Live Mail Version 2008
TOOLS
OPTIONS
SEND
uncheck - Reply to messages using the format in which they were sent
then go down to - News Sending Format
then select - Plain Text
then set plain text settings
Plain Text Settings...
Indent the original text with '>' when replying or forwarding.

Go to the top and click on "tools" in the bar on top.
In that drop down menu that appears, click on "options" at the bottom
When a new box appears, select the "send" tab
Go down to "mail sending format", and select the box for "plain text".
Click on "plain text settings".
The box that appears has the setting you are looking for, to check or
uncheck.

I fought that battle about five years ago when I bought a Dell laptop
with Vista/Windows Mail and, to get any kind of preferred configuration
for mail and newsgroups, was forced to switch to WLM as the lesser of
two evils ... which was a POS from the get go.
After bitching on MSFT's forums for about a year, I finally gave up on
WLM and went, kicking and screaming, to Thunderbird.
While I've gotten used to TB, I still miss the simplicity of OE for the
way I prefer to work, with just the right amount of configuration
without unneeded, for my purposes, bells and whistles.
Further proof that, instead of standing on the shoulders of the giants
that went before them, this younger generation of programmers and
software designers reflect the culture by being more interested in whiz,
bang, and bling, than in simple, elegant _functionality_.

Except the 2011 version does NOT have a "tools" on the top bar.
Your not that far behind. Up until last week I was using Netscape
Navagator 4.79 for newsgroups.

You cannot, it's that simple. Microsoft in its wisdom has deleted this
facility - many user of Windows Live Mail use a line (as above) to
differentiate between the original post and their reply.
When you get used to WLM, could you please change your settings to Plain
Text rather the HTML as it is a little more secure from viruses etc - not
much but its better than nothing. Also the text reads better.

You can't, unless you are willing to do it manually.
I personally prefer using a separate program for email and usenet.
Various reasons, including accidental emails being posted to usenet.
Download another program for usenet, would be my recommendation.

I've used Netscape and then Firefox/Thunderbird for so many years I can't
imagine forcing myself to use one of those Microsoft mail programs instead.
Every time I get sucked into helping a friend or relative troubleshoot a
problem with one of the MS mailers I wind up pulling out a few more gray hairs.
They just do so many things *wrong* (in my humble opinion, of course).

Ahh. I missed the fact that he was in the 2011 version. I downloaded that,
and immediately went back to the old, while I still could.
I don't ever use the option for my computer to update windows automatically.

You are correct, the 2011 version does not do it. I was able to revert back
to the earlier version and it still does the > marks. I did some searching
on Microsoft forums and could not find any work-around. The 2011 version
has a few nice features, but is certainly fails for posting to newsgroups.
From what I've been able to determine "Outlook Express" won't run
under "Windows 7" unless "Windows XP Mode and Windows Virtual PC" is
installed. Installation of "Windows XP Mode and Windows Virtual PC"
requires a minimum of "Windows 7 Professional" to be installed. I
have the "Home Premium" version. I should probably upgrade my version
but I won't do it simply to get "Outlook Express" to run.
