Can you apply shellac over (water-based) polyurethane?

I'm not really sure why you'd want to, but as long as the poly is
completely dry, it should theoretically work. Might not hurt to rough
up the poly with some 400-600 grit wet/dry paper or ultra-fine steel
wool first.
