I remember my dad putting those things on our car in the early '50s. First
they were steel. In later years they were aluminum (NJ). You stuck the tabs
through slots in the license plate and bent the tabs over on the back side.

Correct, although I think the tabs just fit into slots and aren't screwed
on, at least that how it worked in the few examples that I've found.

Could be, though I've seen a lot of those and they were all made from metal.
The owner of it thought it might be a flax seed crusher but that was just
his guess.
