I recently bought both a Delta jointer and planer. I have not used them
very much and have begun to notice that I am getting very slight grooves in
the surface of my wood. It is almost like there is some debris or pitch
stuck to the blades. Is there a tool or technique that I need to know to
smooth the surface of these blades again. Something like a hone or
something?

A grove or a high spot?
It is quite normal for blades to get nicks that will transfer to the wood as
slight high spots. This is another reason to only use your plainer to get
the wood to the desired thickness and then do the finish scraping or
sanding.

Chips in the blade. As long as the blades are cutting well, and you have
time to spare, you can shift a blade left or right to get a smoother finish.
Or, depending on you degree of laziness, just scrape 'em off when you're
preparing you wood for the finish.
If the blades are suffering in sharpness as well, remove and hone or
sharpen, as required.

Depending on the wood, yes you can get some buildup on the edges of the
knives. I have a small hone that I use to "lightly" clean the top edge of
the knive and the leading edge to remove the buildup. I have not had to do
this to the planer, only the jointer. Depending on which Delta planer, it
may have reversible knives that you could switch them around to see if the
problem disappears, which it should.

Are you sure you have a groove and not a raised area? That is common if the
blades are nicked, as in the wood you planed had a nail or piece of metal
hiding in it.
If a groove, chances are there is something sticking up on the blade. Do
you see this in the same spot every time?
