I've made one, and learned you can make a cut smooth as butter through a
std. plated #8 screw with a descent carbide bit (Frued). Not a scratch on
the bit either.

Operable, or just fixed windows?
If it's the latter, just make a picture frame out of 5/4 stock with a
rabbet on the inside edge, then point and glaze it.
