Unknown tool

Any ideas on what this tool is used for. Dimensions are 4 inches across and
1,5 inches max width between the clamps.

Compress spring, as suggested already, or the other way to remove a
pulley? It might be a bitch to remove once a nut is secured and the
tool is between that and the spring.

It looks like a clockwise turn draws it out, so I'd go for the
removal.
