All wood expands and contracts, but plywood remains remarkably stable
because of the criss-crossing of the plys. Basically, they cancel each other
out, at least to the extent that your vision (or tape measure) will be able
to detect. Not likely that you'll see expansion from varnishing, but
ideally, you should be sealing both sides of the plywood to make it the most
stable.
