There is no such thing as dry rot. All rot is wet rot. People have
called it dry rot because it's usually only discovered after it has
dried out. Tiny bugs and fungus are what cause wood to rot- they eat
the wood. Like any living thing, they need food water and oxygen to
live. The wood is the food and without water and oxygen, they won't
live in the wood. If wood gets wet, it will be a habitat for those
that eat it. That's why pressure treated wood contains pesticides and
copper-- to kill the things eating the wood and remove the oxygen.

There are rotted wood treatments which are basically a diluted exterior
glue, sometimes containing a pesticide, and often containing a "primer"
that will bond to the epoxy many people use as a filler to replace the
rotted wood.
