That is how much the distance can vary from the specification, and have
the side still work.
in other words:
you must have a minimum of 1/2" clearance for the slides
*and*
you can have a maximum of 9/16" clearance for the slides.
(the closer to 1/2" you are, without going _under_ 1/2", the better.)

Normally allowable error, so the side space can be 12.7 to 14.3 but not less
than 12.7mm

It's the tolerance on the nominal .5" dimension. i.e. the maximum
possible width is .5625" and the minimum is .50"
