Samaritan" Award. Anybody may vote, but notorious net.kooks, spammers
and other abusers may be disqualified at the Vote Wrangler's
discretion. Crossposting the complete, unaltered ballot to relevant

counted. A minimum of 20 "yes" votes and a 2/3 majority are required
