I knew some one bright would see it the other way. My defense is that in
the name George W. Bush, the Dubya is always capitalized. And capitalized
is the correct version of the font of which the OP was talking about. ;~)
If you want a really good laugh type the word "Failure" into google and then
hit the "I feel lucky button"
I laughed my ass off.

George W. Bush.
The "double U" pronounced in a US southern accent, as a
sarcastic slang, meant to be insulting.

On the contrary, it is entirely dependent upon which font you may choose
to use when scribing a representation of the letter.
Anyway, the rounded bottom of a doubled U makes me fondly reminisce of
the rounded bottoms I have fondled. :)

I get the origin but I don't understand why it would be an insult.
Does it have another meaning?
If somebody calls me 'Dubya', should I feel insulted?

To distinquish George W. Bush from his father George H. W. Bush.
This became "George W." and finally "Dubya."

Doesn't George W. pronounce "W" that way?
If so, does he insult himself?

It's a google voting contest.
#2 is Jimmy Carter, and #3 is Michael Moore.

Correct answer!.. Yes, it is also the way he says it. Yes, it does sound
kind of dopey if and only of you grew up in a northern urban area. For those
"Yanks" (of which I am one), that accent is perceived (fairly or not) as
indicative of a backwoods simplicity, hence the pejorative slant for some.

Incorrect. Dubya in not at all sarcastic although in the case of George
Bush it is used in sarcastic statements. Dubya is correct pronunciation in
Texan. No more insulting that Y'all, You All, or Drawerings, Drawings, or
Taup, Tarp.
We prefer to treat the letter Dubya with respect rather than treat it as an
orphaned step child and call it "double another letter".
Really the Northern pronunciation of W is sarcastic as the letter is
actually a Double V and shoud be pronounced Double V rather than Double U.
Although often misunderstood letters, W along with H deserve more fitting
names. H is still pronounced A-che.
Dubya is a proud stand alone letter in the Texan alphabet situated between
the letters V and X. Its up to the Northerners to come up with a more
fitting name for the letter H. :~)
