Is the metal High Speed Steel or just low grade metal.

Yes, but so what? Country of origin does not dictate quality. You need
to know what materials they were made from to begin thinking about quality.

That might be a reasonable assumption if the bits are not HSS.

they are made in china and the price is cheap
they are basically tools for homeowners hobbiests and not pro grade
i would not expect much from them and the reviews were mixed but
by now i think most know what they will get
